if DMO websites would focus on delivering the transaction in addition to all the information they offer on their sites, they would be the ones to get most of this type of business and produce a welcome revenue stream for their marketing operations too.

I like your idea for DMOs in developed countries. Brilliant. While working at the local tourist board I marveled at Quebec or Switzerland, who left behind their non-profit status to run profitable online-bookings partnering with Bell or the Swiss Railways.
It might not be such a good idea though for countries like Ecuador, where many locals depend on selling these tours to bypassing travelers. As the article says, these are not the ones to book packages online before their departure. And the ones that do, book complete ready to go packages at their travel agency back home.
